Cecil's Apartment is where Cecil currently lives. Bugs visited Cecil's apartment while trying to help him after he believed that backing into him cracked his shell. It's also where Cecil took Bugs and Porky at gunpoint after they figured out he was scamming people. It was used as the base for his scamming operation that cons people out of their money.
