<p>Here's the point: The show needed another enemy for Bugs Bunny to have.  I mean, Elmer Fudd has never been on this show and Yosmite Sam is just getting too old.  Besides, those characters are just boring (Yawn). </p>

<p>Yes, and since in the original cartoons he outsmarted Bugs, they made little difference of him here,  they just made him greedier.

<p>Only this time around, the tables got turned and it's Bugs who outsmarted Cecil and got some well-deserved retribution for the earlier theatrical cartoons. </p>

<p>They have always been archenemies ever since the original cartoons. They are basically a parody of the Tortoise and the Hair. In the original cartoon series, Bugs would always race him but Cecil would always cheat and defeat Bugs in the end. It's pretty hilarious, seeing Bugs being looneyed instead but that just proves that this is why they would pick Cecil as an antagonist. Bugs may have enemies such as Elmer Fudd, Yosemite Sam and sometimes Daffy but he actually enjoyed using slapstick against them. Bugs literally hated Cecil, which is why Cecil is his true archenemy. </p>

<p>@Khiam40, I don't think that Cecil's "evil". He just enjoys being a jerk. </p>
